Russian Sports Betting

Sports betting is legal and regulated in Russia, both online and land-based. Licensed operators can offer sports betting services, but they must comply with stringent regulations. The first betting shops opened in the capital after the fall of Communism and spread rapidly through the country.

New laws in 2007 raised capitalization requirements 100 million rubles, which forced many bookmakers to close Since the mid-2010s, online betting has only been permitted via specialised payment and identification hubs known as TSUPIS, and licensed bookmakers are supervised by the Federal Tax Service and must route interactive bets through the Center for Interactive Bets. Recent reforms have focused less on headline tax hikes and more on tightening AML rules, e-wallet oversight and customer-due-diligence obligations.
